Sheff Wed Confronts Major Issues, Declares Football Regulator

'We are going to be a part of football's future' - football oversight chief David Kogan

The Championship club's current difficulties represent a a "major concern" and the independent regulator is seeking powers to investigate clubs in such situations, its new chair David Kogan has stated.

During an extensive discussion, the chairman, who was recently selected, showed understanding towards the club's followers.

The regulator engaged with four fan organizations connected to the Championship side in recent days.

The football club have been struggling on and off the field in 2025, with the club missing wage payments on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for English football and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases brought to our attention if they require examination and addressed."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in earlier this year led to sanctions by the league officials in June, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although that restriction was lifted in August.

Authority's Position

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a local institution that has represented their community in many cases.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an individual club, an particular chairman, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the owner's facing," Kogan said.

"But the truth is, when you look back over the history of football, over the recent generations there have been some owners, a small minority, but particular people who have shown negligence in the way which they've been managing their clubs and ultimately decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to detail the scope of the authority recently and insisted it was a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we need to continue the progress.

"Substantial financial resources flowing into the game and has been channeled for the past two decades, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I fully support the success and growth as an commercial operation of the Premier League.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of the nation. But concurrently, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in the past.

The chairman donated money to Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any sort of politics."
